Barcelona Faces €109M in Hotel Permit Denial Claims
Praktik Hotels leads with an €88.48M claim over two blocked 5-star projects near the port. The PEUAT-driven liability could pressure the city to ease tourist-accommodation restrictions across the board, for hotels and STRs alike.
Monitor Barcelona PEUAT: large hotel-denial payouts could force permit loosening, creating STR openings.
Catalonia Anti-Speculation Law Ruled Unconstitutional
The Catalan Consell de Garanties Estatutàries unanimously ruled the Govern-Comuns anti-speculation purchase law unconstitutional on 4 August 2026. The verdict, though non-binding, is politically devastating for a housing agenda that also drives STR restrictions. The Govern has pledged to rewrite the law.
Monitor the Govern-Comuns housing pact as its anti-speculation pillar faces constitutional rejection.
Barcelona IAE Tax Sweep Recovers €835K From STRs
The city has closed 150 inspection files and recovered €835,000 in unpaid economic-activity tax, with 463 companies and 2,561 properties still in scope through 2028.
Verify your IAE filings cover every HUT and tourist apartment in your Barcelona portfolio.
Pals Demands Review of Catalonia's HUT Extinction Law
A unanimous Pals council vote asks the Generalitat to give towns more control over HUT caps and the 2028 extinction deadline. It is the first Costa Brava challenge to the law governing all 262 listed municipalities, including neighboring Palamós.
Monitor Costa Brava towns after the Pals DL 3/2023 challenge since a revolt could reshape the 2028 HUT deadline.
Spain: Community STR Bans Need Registry Inscription
Two DGSJFP resolutions confirm that community of owners vetoes against short-term rentals under LO 1/2025 are only enforceable when the estatutos are expressly inscribed in the Property Registry. A meeting vote alone is not enough.
Check the Property Registry for your community's STR prohibition estatutos before treating a ban as enforceable.
San Sebastián Permanently Bans New Tourist Licences
The unanimous PGOU amendment freezes new VUT and hotel permits on all residential parcels. Existing operators keep their 1,342 licences but can never add more. Here is what the two-zone system means for your portfolio.
Audit every San Sebastián listing and verify it holds a valid pre-2026 VUT licence.
